Federal CIO Council


Cloud computing plays a key role in the President's initiative to modernize Information Technology (IT) by identifying enterprise-wide common services and solutions and adopting a new cloud computing business model. The Federal CIO Council under the guidance of the Office of Management and Budget (OMB) and the Federal Chief Information Officer (CIO), Vivek Kundra, established the Cloud Computing Initiative to fulfill the President's objectives for cloud computing.

The CIO Council serves as the principal interagency forum for improving practices in the design, modernization, use, sharing, and performance of Federal Government agency information resources. The Council's role includes developing recommendations for information technology management policies, procedures, and standards; identifying opportunities to share information resources; and assessing and addressing the needs of the Federal Government's IT workforce. The Chair of the CIO Council is the Deputy Director for Management for the Office of Management and Budget (OMB) and the Vice Chair is elected by the CIO Council from its membership. Membership on the Council is comprised of CIOs and Deputy CIOs from a number of Federal Executive agencies and several other federal groups selected by the CIO Council's Executive Committee.

The CIO Council serves as a focal point for coordinating challenges that cross agency boundaries. Committees of the CIO Council meet these challenges by producing documents and presentations through sustained efforts of subcommittees and working groups. These products are cataloged on their website at www.cio.gov.

The structure of the CIO Council changes to meet the evolving needs and concerns of the Federal information technology and business communities. Currently, the CIO Council has the following committees: Architecture & Infrastructure, Best Practices, Information Security & Identity Management, IT Workforce, and Privacy. The CIO Council also has working groups focusing on Data.gov, Cloud Computing and IT Capital Planning.

Government Products & Programs

Data.gov
As a priority of the Open Government Initiative for President Obama's administration, Data.gov increases the ability of the public to easily find, download, and use datasets that are generated and held by the Federal Government. Data.gov provides descriptions of the Federal datasets (metadata), information about how to access the datasets, and tools that leverage government datasets. The data catalogs will continue to grow as datasets are added. Federal, Executive Branch data are included in the first version of Data.gov.
IT Dashboard
The IT Dashboard provides the public with an online window into the details of Federal information technology investments and provides users with the ability to track the progress of investments over time. The IT Dashboard displays data received from agency reports to the Office of Management and Budget (OMB), including general information on over 7,000 Federal IT investments and detailed data for nearly 800 of those investments that agencies classify as major.

Paper: The Federal Cloud Computing Strategy PDF
The Federal Cloud Computing Strategy marks a milestone in the Administration's 25-Point Implementation Plan to Reform Federal IT Management.

The strategy is designed to help the government deliver value to the public by increasing the operational efficiency of Federal IT dollars, and responding faster to taxpayer needs. The strategy outlines how the Federal government can accelerate the safe, secure adoption of cloud computing, and provides agencies with a framework for migrating to the cloud. It also examines how agencies can address challenges related to the adoption of cloud computing, such as privacy, procurement, standards, and governance.

The Federal CIO, Vivek Kundra, describes the gap between consumer’s access to IT and the government. He calls for cloud computing to narrow this gap while maintaining security, data portability and interoperability. Kundra calls industry and government to work together to accelerate cloud adoption by focusing on standards and helping agencies leverage the certification work done by other agencies.


Report: State of Public Sector Cloud Computing PDF
This report provides details regarding the NIST's efforts to facilitate and lead the development of cloud computing standards for security, interoperability, and portability. Furthermore, it details federal budget guidance issued to agencies to foster the adoption of cloud computing technologies, where relevant, and provides an overview of the Federal Government's approach to data center consolidation. It also includes 30 illustrative case studies at the Federal, state and local government levels that reflect the growing movement across the public sector to leverage cloud computing technologies.

In this series of videos from the Brookings Institute the Federal CIO, Vivek Kundra, discusses how the federal government has already begun moving to the cloud. He says it's a means to streamline operations, saving money and making the government more accessible and open. Cloud Computing has unimaginable potential and will fundamentally change government operations resulting in new innovations and better services to the American people. He also explains that fully shifting government operations to the cloud will require deliberative research and analysis, but the plan will yield a strategic, secure and cost effective system.
